Driver distraction is a known factor in at least 16% of all fatal crashes. Driver use of mobile communication devices (MCDs) is an especially prevalent and risky source of distraction. Over the last 10 years almost every state has adopted legislation aimed at reducing the harms that result from driver use of MCDs.
