About this dataset:

This cross-sectional dataset explores local transportation and tobacco retail policies that were enacted after the Highway Act of 1956 and in effect as of October 31, 2023. The dataset details federal, state and local transportation policies in 5 U.S. cities: Atlanta, Georgia; Cleveland, Ohio; Oakland, California; St. Paul, Minnesota; and Houston, Texas. This project was developed to identify efforts to engage and protect historically disenfranchised populations related to the placement of highways in inner city communities.  

This map identifies and displays key features of local transportation and tobacco retail policies, including whether there is a limit on tobacco retailer licenses that may be issued, whether the city is preempted from enacting transportation policies, and whether there are opportunities for community input as part of transportation planning.
