ASTHO: Overdose Prevention Peer Support Programs

This is a cross-sectional dataset of laws and regulations related to peer support access in substance misuse related services that looks at state requirements and standards for those working as peer support specialists as of July 1, 2023.

Overdose Prevention Center Laws

Overdose prevention centers (OPCs) are facilities where controlled substances, obtained outside the center, may be consumed in a safe environment with monitoring by staff.  These centers are intended to lessen the risk of overdose and often also provide access to critical services such as syringe exchange, fentanyl test strip and naloxone distribution, and referrals to treatment for infectious diseases and substance use disorder.  

ASTHO: Overdose Prevention Harm Reduction Policies

This cross-sectional dataset reviews all 50 states, District of Columbia, and four U.S. territories’ statutes and regulations related to community distribution of opioid antagonists, fentanyl test strips, and establishing overdose prevention centers as of January 1, 2023.

Recreational Marijuana Laws

At the federal level, the sale and possession of marijuana is illegal under the Controlled Substances Act of 1970. Alaska, Colorado, the District of Columbia, Oregon, and Washington State, however, have enacted laws that legalize marijuana use for recreational purposes. In these five jurisdictions, an individual 21 years old or older can possess a limited amount of marijuana.
